Organizational Context and Scope:-
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Operational in Pakistan since 1981, IOM has been implementing variety of programmes related to humanitarian assistance in response to disasters and crisis, resettlement movement and operations, migration management and migration health.
Under the overall supervision of Chief of Mission and direct supervision of Senior Programme Manager, and in close coordination with related partners, the National Project Officer will be responsible for participatory planning, smooth coordination, and effective and efficient implementation and oversight of IOM’s program to strengthen the GOP’s ability to address and mitigate the impacts of climate change related migration and displacement, through capacity building of government officials and non-governmental stakeholders, as well as through the development of a comprehensive report on the climate induced migration landscape of the country.
More specifically, the National Project Officer will be responsible for implementation of activities such as research on human mobility and its impact on climate change in Pakistan, needs assessment exercise to identify challenges for mainstreaming migration in climate change adaptation and planning and organising workshops, trainings, seminars and policy dialogues on Migration, Environment and Climate Change and cross cutting thematic areas.
Overall, the project will aim to assist the Federal Ministry of Climate Change (MoCC) with their ongoing process of development and implementation of a National Adaptation Plan (NAP) that will integrate climate change adaptation into relevant policies, programs, and activities in Pakistan.
Responsibilities and Accountabilities: -
- Work closely with Senior Programme Manager to coordinate and facilitate smooth implementation of the IOM Development Fund program which aims to strengthen the capacity of the government of Pakistan to manage climate change induced migration in the country.
- Support development and implementation of research on climate induced migration in Pakistan and policy recommendations for mainstreaming internal migration into climate change adaptation planning; including organizing related events (workshops and dialogues) with the Ministry of Climate Change and other stakeholders
- Carry out a needs-assessment exercise with relevant government stakeholders to determine their capacity gaps and needs for mainstreaming migration in climate change adaptation and planning.
- Coordinate capacity building (training) interventions on Migration, Environment and Climate Change (MECC) with focus on policies, international best practices, preparedness and data management.
- Assist in liaising with line Ministries and partners in conducting project activities, ensuring timely information sharing and coordination, with specific focus on establishing a synergy group bringing together federal and provincial stakeholders on migration and climate change.
- Prepare regular project reports at defined intervals to senior IOM management for review and further coordination, including close coordination with IOM’s Regional Office Thematic and Evaluation Specialists to develop high quality project and M&E reports.
- Support Senior Programme Manager and Programme Development Officer in developing new proposals and concept notes, including identifying opportunities for funding, and input for budgets preparations.

Required Qualifications and Experience: -
- Master’s degree in Political or Social Science, Development Studies, Human Rights, International Relations, Law or other related field from an accredited academic institution,
- or
- Bachelor’s degree in the above mentioned fields with at least two years of relevant professional experience.
- At least two years of relevant professional experience.
- Experience in project management and implementation, preferably in migration management and climate change sector;
- Experience in liaising and working with different national stakeholders, including government authorities;
- Demonstrated skills and experience in analysis on migration and gender.
SKILLS:-
- Strong writing skills in English language required and ability to communicate with a wide variety of audiences.
- Excellent analytical, negotiation and conflict management skills.
- Excellent time management and ability to produce outputs as per agreed deadlines.
- Demonstrate proficiency with Microsoft Office applications, including Word, Publisher, PowerPoint and Excel.
- Previous working experience in international organizations and UN would be an advantage.
Languages:-
- For this position, fluency in English and Urdo are required (oral and written).
- Working knowledge of other regional languages would be desirable (Pashto, Punjabi, Balochi etc.)
